Do we have the ecosystem-based science to manage human activities?

Description: There is long history of multi-disciplinary research dedicated to Ecosystem-based Approaches (EBA) for environmental policies and management plans – these combine to create Ecosystem-based Management (EBM). Research provides valuable insights into environmental impacts and their effects on biodiversity through ecosystem status overviews, impact assessments, and environmental quality reports generated from large data sets and models using conceptual, qualitative, and quantitative methods. Since policies establish the reasons for action and management outlines the priorities to be addressed, it is ultimately technical measures (Ecosystem-based Technical Measures, EBTM) that specify how managers of human activities can best reduce pressures on ecosystems. An applied science approach – Ecosystem-based Science (EBS) – is needed to inform the reliability and effectiveness of such technical measures. This talk will present this EBA-EBM-EBTM-EBS continuum and build on a previous talk given last year on recent advances in environmental science for management (see OCTO webinar July 2025 https://octogroup.org/recent-developments-in-the-sustainable-management-of-marine-resources). Most initiatives and examples presented will be related to marine environments, but some from other aquatic environments will also be used.
Marine Manager: A tool for transparency and effective marine conservation in the quest for 30×30

Description: With less than 5 years to achieve the global commitment of protecting 30% of the ocean by 2030, transparency and accountability are more important than ever. Access to reliable information about human activity at sea is essential to support the decision-making processes required to meet this ambitious target. This webinar will introduce the Marine Manager platform, developed by Global Fishing Watch in partnership with Donna Bertarelli Philanthropy. The free and open platform serves datasets on vessel activity and presence derived from satellite tracking and imagery sources, as well as environmental datasets. By making these datasets publicly available and easy to visualize and interact with, Marine Manager supports the development and implementation of effective conservation schemes with tangible outcomes, while helping address challenges such as “paper parks” – protected areas that lack the required management and monitoring tools to meet their mandates. As of today, Marine Manager has supported multiple processes, including the designation of critical biodiversity areas, the design and implementation of management plans, and ongoing monitoring efforts. The tool complements local partners’ resources to enhance the protection of key biodiversity areas in the regions in which Global Fishing Watch operates. Through the Marine Manager platform, Global Fishing Watch aims to provide transparent, reliable and accessible information that supports informed decisions and safeguards the ocean for the well-being of the communities that depend on it.

From Surfonomics to Insurance: Valuing and Protecting Surf Ecosystems

Description: Surf ecosystems – the land-to-sea interface that creates the conditions for breaking, rideable waves for surfing, and the flora, fauna, and human communities that depend on them – generate enormous economic and cultural value for coastal communities, yet they remain largely unrecognized as natural assets in coastal policy and planning. This webinar introduces Surfonomics – a methodology that quantifies the economic value derived from surfing in coastal communities – and illustrates how reframing a surf break as a natural asset can support coastal conservation. Drawing on Save The Waves Coalition’s work around the world, presenters will trace the evolution from economic valuation of surf breaks to include climate vulnerability assessments and the design of financial tools that can sustain surf-dependent economies under a changing climate. The featured case study focuses on Oriente Salvaje World Surfing Reserve in El Salvador, where the Save The Waves Coalition and partners are developing a parametric insurance pilot to protect surf ecosystems and the coastal communities that depend on them – the first of its kind. Attendees will come away with an understanding of natural resource valuation and its role in supporting conservation and the livelihoods that rely on the sustainable use of these resources.

How can MPAs persevere through adversity?: Community and panel discussion

Chronic oil pollution in the world’s ocean: New insights, enhanced tools, and emerging solutions

Description: SkyTruth is working to make the hidden crisis of chronic, repeat oil pollution in the world’s ocean visible, measurable, and actionable. Cerulean, the world’s first free, global oil pollution detection platform, has made great strides since its 2023 beta launch. With increasingly advanced AI and more data at its disposal, the world is closer than ever to reliably detecting intentional oil pollution events from both vessels and oil and gas infrastructure, and to holding those polluters accountable. In April, SkyTruth published the names and locations of the world’s most polluting offshore oil and gas infrastructure, enabled by significant improvements to Cerulean’s source detection algorithm. Now, Cerulean includes new features like dark vessel source identification and source profiles that enable users to access more information than ever before about marine oil slicks and their likely sources. These new insights and tools are being used by advocacy organizations, government agencies, journalists, and more to address this persistent form of pollution.
Identifying and Prioritizing a Portfolio of Marine and Coastal Conservation Finance Solutions

Description: Coastal and marine ecosystem management and governance institutions face a wide array of choices when it comes to conservation finance mechanisms. A new tool provides a systematic method for brainstorming, defining, and prioritizing suitable finance solutions. This approach is rooted in the definition of conservation finance as “mechanisms and strategies that generate, manage, and deploy financial resources and align incentives to achieve nature conservation outcomes.” In most cases, consistent and adequate funding is a critical but insufficient component of a project’s conservation finance portfolio. This approach seeks to take the practitioner through a range of perspectives to generate ideas on how to solve their conservation challenges and respond to opportunities. The idea generation phase is followed by a prioritization approach adapted from the Biodiversity Finance Initiative (BIOFIN). This webinar will walk attendees through the tool approach and its use.
Recent developments in the sustainable management of marine resources

Description: This webinar will present and explain cause-consequence-response frameworks and the way these relate to managing marine, coastal and estuarine areas. It will then show the importance of determining the footprints of activities, pressures, and natural and human effects and assessing cumulative effects. Following this, it will consider the footprints of management responses and will demonstrate horizontal management across sectors and vertical management from the local to the global and vice versa. It will look at the importance of transboundary implications of marine management, considering connectivity, coherence, and equivalence. Finally, it will consider the way in which success in marine management is measured, including indicators of success. Examples from Europe and North America will be used, but the topics are relevant to marine areas worldwide.
OceanMind: Advanced technology for marine monitoring and enforcement

30×30? What about the other 70%? Cumulative analysis of place-based marine regulations for a more holistic marine protection picture

Description: While hundreds of nations have committed to the global 30×30 target, much work remains to reach that goal and sustainably manage the remaining 70%. Regulatory protections are crucial for marine management efficacy, and accurate data on in-place management measures are essential for assessing existing marine protections and informing the creation of new areas. However, collecting and interpreting marine regulations can be challenging due to often unavailable or difficult-to-access legal instruments. Overlapping measures and siloed management add further complexities. ProtectedSeas Navigator contains data on worldwide regulations for MPAs, fishery management areas, and other place-based marine managed areas (MMAs) and considers restrictions cumulatively across overlapping areas using spatial aggregation techniques to provide insights into overall protection. This cumulative analysis of regulations in overlapping marine managed areas offers insights into overall uses and protection across ocean spaces, enabling better protection assessments, planning, and management. As an example, initial analysis in California revealed several ocean spaces where individual MMA protections were minimal, yet when combined with protections from other overlapping MMAs, resulted in more highly regulated spaces with enhanced protection.
Ecological considerations for managing fisheries within conserved areas: Introducing a new task force

Overview: This talk will explore the topic of fishing in different types of marine protected and conserved areas in the ocean, and introduce a new dedicated IUCN WCPA task force that will address knowledge gaps and advance best practices for management. Protected and conserved areas experience a spectrum of impacts from extraction, ranging from fully or strictly protected areas with no extraction to multiple-use zones that allow activities like fishing. Although biodiversity conservation outcomes are expected from all of these areas, uncertainties persist regarding which fisheries, at what scale and intensity, align with conservation objectives, including the definition of ‘industrial’ fishing. This presentation will discuss existing guidance (including the IUCN Protected Area Management Categories and the MPA Guide), explore remaining uncertainties, and share a vision for the role of the new task force in helping to resolve these uncertainties.
The Global MPA Workforce – Building the Backbone of 30×30

Description: Protected areas don’t protect themselves—dedicated people do. On land, the protected area workforce, including rangers, plays a critical role in safeguarding biodiversity, yet for decades their contributions were undervalued, leading to job insecurity, lack of resources, and limited career pathways. A global terrestrial workforce study has shown that the workforce is too small to deliver global expectations and has helped lead the way in defining who rangers are, quantifying their contributions, and advocating for better support, training, and rights. Now, we’re expanding this effort to the ocean. To achieve 30×30 — estimated at 345,000 new MPAs — the world needs a massive scale-up of skilled, high-quality jobs to manage and enforce Marine Protected Areas (MPAs) effectively, especially in the face of diversifying ocean economies and accelerating ocean warming and acidification. But how many people currently work in MPAs? What do they do? What challenges do they face? How do they overcome these challenges? And what will it take to build a workforce capable of managing a truly global MPA network? Join us to explore what we know so far, what we hope to uncover, and how you can get involved. Your input can help shape the future of the MPA workforce—and, ultimately, the success of ocean conservation worldwide.
Exploring effective enforcement practices and technology in priority marine areas
